Basically it's just like a normal waggle, except what most people practice in a waggle is just near the ball, this is done from the top into the first part of the downstroke.

Though to be truthful, most people waggle to loosen tension or just because the tour players do it. In TGM, waggling is more deliberate to focus on something in the stroke. Either into impact down at the ball (address waggle), or at the top (downswing waggle). Use the downstroke waggle to isolate what you need to focus on at that time.
